3CDC head Steve Leeper briefed a dozen SPJ members Thursday night on the accomplishments and goals of the organization, as it works to revitalize Over-the-Rhine, downtown and the upcoming Banks project.

Leeper told the group that 3CDC has bouth $12 million of property so far and had plans to buy millions more. Leeper's powerpoint lecture included financing, both private and public, "befores" and "afters" of properties already developed, and maps of future plans.

Leeper said he wasn't worried that the upcoming Banks project would compete and diminish the burgeoning downtown entertainment scene or business community. He said proper planning on the front end could mesh the needs of both areas. He suggested the city and county hire a development agency, a team of experts who would develop the Banks, a la the Port Authority.

Leeper also spoke of the need for supportive housing for people with mentally illness, drug or alcohol problems, as well as the elderly.
